WASHINGTON - President Donald Trump on Wednesday marked the start of a three-nation regional trade deal in a Rose Garden ceremony with Mexican President Andrés Manuel López Obrador that took on a celebratory tone discordant with the widespread economic damage of the novel coronavirus pandemic.
